Critique of an ECB working paper
This joint paper by Satoshi Action Education, Axiom and Bitcoin Policy UK critiques The Distributional Consequences of Bitcoin, a 2024 working paper by European Central Bank officials Ulrich Bindseil and Jürgen Schaaf. The ECB paper presents Bitcoin as a speculative asset with little productive value, argues that its rising price redistributes wealth from latecomers to early holders, and positions central bank digital currencies as the better option. The critique responds to its main claims in turn, arguing that it confuses Bitcoin with the wider crypto industry and misreads the “cash” in Satoshi Nakamoto's white paper as a payment method rather than a bearer asset.
On wealth concentration, it argues that many of the largest wallets belong to exchanges and ETF issuers holding Bitcoin on behalf of millions of users, and cites HMRC research finding that about 10% of UK adults held cryptoassets by 2021. It points to the Lightning Network as an answer to concerns about fees and scalability, and argues that the ECB paper overlooks the centralisation, privacy and surveillance risks of CBDCs. The critique also questions the paper's focus on US politics, including its suggestion that Bitcoin could sway election results, and notes that both authors work in the ECB directorate developing the digital euro, which it says creates a potential conflict of interest.
